BlockBeats News, January 7th, Telegram founder Pavel Durov posted on his personal channel, stating that despite some unfounded panic-inducing statements, Telegram does not rely on Russian capital. In our recent $1.7 billion bond issuance, there was absolutely no participation from Russian investors. The old bonds issued in 2021 have been mostly repaid, posing no issues. In any case, bondholders are not shareholders of the company and have no say in Telegram's decisions. I am the sole shareholder of the company.

BlockBeats previously reported that The Financial Times stated that Telegram's approximately $500 million Russian bonds were frozen due to Western sanctions.
