Lula said that Brazil would give priority to trying tariff negotiations and file a lawsuit against the United States for unilateral tariff increases at the World Trade Organization. He emphasized that if the negotiations were ineffective, he would take reciprocal countermeasures in accordance with the provisions of Brazils Economic Reciprocity Law and impose a 50% tariff on Brazilian products exported to the United States.
